I assume this was a weather balloon, but I'm not entirely sure. The brown plastic thing (the remains of the balloon?) appears charred, the orange plastic might have been a parachute, and the tag reads: "WARNING: If balloon appears to be inflated, DO NOT TOUCH BALLOON! Balloon may contain a flammable gas. It may EXPLODE if not handled properly. Call your local law enforcement office or fire station for disposal assistance."
