Cymopterus terebinthinus var. foeniculaceus (Cymopterus foeniculaceus)
I'm calling this C. foeniculaceus because the fruits (not visible in this photo, but easy to find nearby) were straight, not wavy. But low-elevation sand dunes are supposed to be the domain of C. terebinthinus. So either the official descriptions of these two species/varieties are too specific about wings and habitat, or maybe they're all just variations within a single species.
