This is a weird one: it looks a lot like Delphinium glaucum, but D. glaucum isn't supposed to be hairy. There's an herbarium specimen nearby that was ID'd as Delphinium occidentale var. cucullatum (a.k.a. Delphinium cucullatum), but that name has been deprecated and synonymized with either Delphinium glaucum or Delphinium × occidentale.
