yellow-leaved weed in a vernal pool

I have no idea what this is. It has opposite leaves covered in hairs (but not glands), and the dried-up pool it sprouted from was pretty salty/alkaline. I'd say maybe Plectritis or Veronica, but neither of those are very hairy. It looks a bit like Scutellaria, but that's not a vernal pool plant. |
